The commissioner of a program created by state legislators to turnaround some of Milwaukee’s lowest performing schools resigned on Wednesday.

Demond Means was tapped late last year to head the Opportunity Schools Partnership Program created by Republican lawmakers as part of the state’s most recent budget. The program lets Milwaukee County take responsibility for running several of the city’s lowest performing schools.

Means cited an increasingly adversarial environment in a statement, and said he is leaving the position “without malice or any political point of view.”

Earlier this month Milwaukee Public Schools officials rejected Means’ proposal for structuring the program.

The Milwaukee teachers union called his resignation a “victory for parents, students and community members.”
