A national prison researcher says Wisconsin’s corrections system is crumbling under the weight too many offenders constantly churning through a revolving door in and out of prison. But reform advocates both in and out of government say prison diversion programs can provide a viable fix that will reduce crime and the prison population. Gil Halsted reports…
