Last fall, Wisconsin lawmakers launched the so-called New Patriotism Project.The goal was to increase civility at the statehouse.Unusually partisan flare-ups during floor debates this week may suggest the project isn’t working.One of those involved in it says give it time.Terry Bell reports.
