The state legislature has adjourned for the year, ending a session in which Democrats controlled everything but fell short of several of the goals they set for themselves.Major proposals to encourage renewable energy and change Wisconsin’s election laws floundered as time ran out.But lawmakers sent scores of other bills to the Governor’s desk, including plans to regulate payday loans, allow raw milk sales and reform Milwaukee’s Public Schools.Shawn Johnson reports…
