On average, officials say costs for Wisconsin’s employee health plan have risen 7 percent while private insurance rates in Milwaukee and other areas of the state have seen double digit increases. Legislators trying to figure out how to slow escalating medical costs around the state are trying to decide what aspects of public versus private health care they should implement.
