A juvenile justice bill moving through Congress this summer could provide Wisconsin with a boost in federal dollars to cover the cost of housing and caring for juvenile offenders. But some state officials say one provision needs some tweaking. It would force Wisconsin and a dozen other states to change the way they deal with juveniles who are waived into adult court.
