The federal government is telling states to take the ball and run when it comes to health care reform. Russ Feingold and Tammy Baldwin are sponsoring similar, but different bills in Congress. Each would allow states to come up with plans for universal coverage. And while skeptics remain, Wisconsin lawmakers are considering three proposals. Only one provides health care to all.
