The American Lung Association has analyzed how well states are working to stop smoking. Wisconsin gets only two passing grades; one is for its tobacco tax. The organization says the state would score better if that tax went up.However state politicians aren’t keen on doing that despite a tight budget. Shamane Mills reports…
