Elaine Kamarck is an Adjunct Lecturer in Public Policy at Harvard’s Kennedy School of Government. She is also a senior fellow in the Governance Studies program at Brookings Institution and the director of the Center for Effective Public Management at Brookings.
Kamarck is the author of “Primary Politics: How Presidential Candidates Have Shaped the Modern Nominating System.”
