The state attorney general’s office is fighting against the release of Gerald Turner, the man known as the “Halloween Killer.” Dane County Sheriff Dave Mahoney reacts to Turner’s intention to move to the Madison area and discusses how communities change when a sex offender moves in. Then we look at Wisconsin’s Chapter 980 law, which allows the state to commit offenders who are considered to be sexually violent after serving their prison sentences.
