Following the ban on phosphates in detergents and the passing of the Clean Water Act in the 1970s, the nation’s lakes, rivers and streams see almost immediate recovery. But the turn of the century brings a return of the toxic blue green algae. But, this time, the cause appears to be large concentrations of manure and fertilizer.
