Federal lawmakers propose national ban on prison gerrymandering

The Prison Policy Initiative says that few states exemplify prison gerrymandering like Wisconsin, where people in prison can make up the majority of a district but lack the right to vote. We hear from Wilmington, Delaware on a strategy to end the practice and from an initiative representative.
