Completed in 2020, the removal of toxic PCBs from the Lower Fox River and bay of Green Bay cost the paper companies responsible for the pollution $1.3 billion. Preceding the cleanup was a years-long fight between state officials and federal agencies. The co-authors of a new book about that battle join us.
